I picked up two 16 port PhiHong POE switches off Ebay that were described as "powering on" but not tested. I took a chance as the switches were $20 plus shipping.

I am trying to troubleshoot why the ethernet ports will not power up and I cannot connect to the switch via USB Prolific USB to Serial (driver works) or Ethernet.

I tested the internal power supply molex (both switches) and they both tested out like the following:

red wires: 50v
yellow wire: 2.8v
orange: 2.8v
blue: -12v

AC light is green.
Ethernet nic just blinks green over after initial boot.

Any ideas on where to look?

Additionally...it does not look like the Phihong is creating the following virtual ports:

Internal USB device (Midspan) sends a signal to your PC, creating a Virtual COM Port. A Virtual COM Port corresponds to a serial communication port.

I have tried on both XP and Windows 8.1.
